Rate Cut, Inflation, and Food Prices

The Monetary Policy Committee’s recent decision to cut rate by 25 basis points does not come as a surprise, since CPI inflation has fallen from 3.4% in October 2018 to as low as 2.2% in December 18. However, a closer analysis of different price components reveals that the Committee may have taken the bait, which was not called for. It would not be surprising if RBI goes back to monetary tightening a few months from now, whenever crude prices record a sudden, sharp jump or food prices emerge from the current deflationary trend!

A rate cut just six months after increasing it, and a change of stance from “calibrated tightening” to “neutral” — having moved the other way round just four months ago — gives a sense of the highly volatile price environment and policy challenges being faced currently.

While the Committee has decided to aid growth, as inflation appears under control, the actual inflation condition is not so benign. More worryingly, the three different groups, namely, food, fuel, and items excluding food & fuel (broadly, core inflation) are showing highly divergent trends. While food inflation has fallen sharply (with about 30% of the items showing deflation), inflation of fuel group stands at 4.5%, which, as against inflation of 8.5% in October, implies a huge respite.

However, core inflation, the most important of the three, stood at 5.6% in December, 2018—down from 6.2% in October, but still extremely high and close to the upper-end of the stipulated inflation range of 4% +/- 2%. This remains a serious concern; and should have been the determining factor, rather than the decline in other prices. Even though the Committee, and the economy, might be drawing comfort from low food prices, it is not a good sign; and is, in fact, an important reason for the current distress in the agricultural sector. The prices need to be supported through government measures (may be by incentivizing exports, and so on).

Whether a rate cut can provide any support to food prices is difficult to visualize. Indeed, the ability of a rate cut (or increase) to impact CPI inflation itself is not clearly established. It is estimated that a rate cut impacts the economy only after 12–18 months. Thus, the last rate cut of August 2017 should have increased inflation in the last few months. However, inflation has actually come down—that too, sharply, in the past six months.

An interesting aspect of the current monetary policy environment is that inflation is falling consistently below projections. The August 2018 policy review projected inflation to be 4.8% in H2 FY’19. The projection came down to 3.9–4.5% in October 2018 policy and 2.7–3.2% in December review: over 2 percentage point correction in just four months!

Against the projections, actual inflation has come to be 2.6% in the third quarter (Oct.–December, 2018); and is expected to remain at this level during Jan.–March, 2019 also. The current low inflation trend may give hope that this would be the beginning of a benign rate environment. However, it is difficult to visualize that, considering the existing pressure on core inflation and the uncertainty around both food & fuel prices.

All You Need to Know

This year, JEE has changed the pattern for recruiting the best minds from across the country for the prestigious IITs & other government & private engineering colleges. JEE is being conducted by the newly formed testing agency, NTA (National Testing Agency). Instead of marks, the structure of assessment has shifted to a percentile-based system, where the percentile of best two subjects is considered out of 3; and the best of two exams is picked up while collating the scores and ranks.

This process has been put in place to ensure that those students who get a tougher set of questions are also able to secure ranks that will make them eligible for admission into prestigious institutes in the same capacity as their peers. According to experts, this year, the test-takers got the same paper, but the sequence of questions was different. Even the multiple-choice questions were jumbled up.

The JEE Main 2019 ranks are based on the percentile scores achieved by the students in both the sessions. This process, known as normalisation, leads to a better chance for students to crack the examination and score higher. It denotes the percentage of candidates, who have scored equal to, or below, that particular percentile in the examination.

So, the 15 toppers are students who have all got the highest score(100 percentile) after normalisation in their respective sessions. The marks obtained in between the highest and lowest scores have also been converted to the relevant percentiles.

A predefined formula for normalization is used to prepare the merit list of JEE Main. To understand it better, candidates should know few terminologies, like raw score, percentile score, subject percentile score, overall percentile score, and merit list first.

The NTA will calculate raw scores on the basis of the JEE Main marking scheme. For each correct answer by a candidate, 4 marks are allotted, and for each incorrect answer, there is a penalty of 1 mark. The goal of this exercise is to have a rational & transparent system of scoring to help students perform better.

PATTERN OF EXAMINATION

The paper has been divided into two parts, i.e., Paper 1 & Paper 2. The first paper is a computer-based test, while the second is a mix, with some of its portions to be attempted in pen-paper mode.

The NTA has released the JEE Main results for Paper 1, based on which admissions to graduate programs of B.E. and B.Tech. would be initiated in engineering colleges.

The results for Paper 2 will be used for admission in B.Arch. & B.Planning; and will be announced later.

WHAT IS PERCENTILE SCORE?

The percentile score in JEE Main results indicates the percentage of candidates who have scored equal to, or below, that particular percentile in that session. The formula to calculate your score is mentioned below:

Percentile Score of a Candidate = 100 X[No. of candidates who secured a raw score (or actual score) equal to, or less than, the candidate) ÷ (Total no. of candidates who appeared in that session)

WHAT ARE RAW SCORES?

The marks obtained by each candidate for all correct answers for each subject (Maths, Physics, and Chemistry) will be summed up to arrive at the raw score.

HOW TO CALCULATE YOUR RANK?

To understand, let us consider the January session of JEE Main 2019. As per the results statistics declared by the NTA, 8,74,469 students appeared for the exam across four days, with two sessions each (making it a total of 8sessions). Thus, the formula for calculating JEE 2019 rank for the January session is:[(100-NTA percentile score) X 8,74,469]÷100. For example, if the NTA percentile score is 90.7 then the JEE rank will be [(100-90.7) X 8,74,469]÷100=81,325.

JEEMAIN 2019: SESSION PLAN

The first attempt has been conducted in 4 sessions in total, with one session daily, divided into two shifts through which the raw scores & percentile scores would be collated. The final NTA score will be compiled using this data for preparing merit list/ranking. The scores are based on the relative performance of all those students, who appeared for the examination in one session.

Russia, USA and Turkey aggravated the social crisis to gain political advantage in this significant country by deepening the inner strife, all at the cost of the innocent lives of many. Now, that the USA has decided to quit the country depicts nothing more than a capricious behaviour governed by whims and fancies than rationality.

Turkey and Kurds

Turkey which shares immediate border with Syria is wary of Kurds for their demand of autonomous Kurdistan. Kurds are ethnic population present in south-eastern Turkey, north-western Iran, northern Iraq, and northern Syria. Of lately there has been stronger demand by the Kurds for their own independent land.Interestingly, they played a vital role in wiping out the terrorism from Syrian soil by providing support to American army. But USA seems  to be in no mood to repay the Kurds with peace, stability and freedom.

Turkey, which considers Kurds as a potential threat to its sovereignty and territorial integrity is keeping an eagle’s eye to pounce on Kurds as and when the time is ripe.

Russia chose to be mum on this issue. This silence is adding to the woes of Syria.

A distant dream

Peace, progress and security is still a distant dream in Syria where inner socio-cultural fractures are paving way for the demons to find a place to dwell and thrive. So, Syria as country or nation has lost its sovereignty, integrity and nationality. Even after the end of civil war the condition is crucial and pathetic.

Those who have misused this piece of land for their own vested interest must now realise the significance of peace and security in this region. More chaos would do excessive damage to not just Syria but to other countries as well. Therefore, in order to establish long lasting stability, it is germane to take actions which are welfare oriented not interest driven.
